Andrew brings fifteen years of experience as a professional fundraising copywriter to this role. His expertise in nonprofit communication and development will be instrumental as he works to grow local membership and strengthen the impact of Scouting in our region. | | | | A proud Wisconsin native, Andrew holds a B.S. in Psychology from UW-Green Bay and a M.A. in Counseling from Lakeland University. His educational background provides him with a strong foundation in leadership, communication, and human behavior—skills that are vital for fostering the growth and character development of our Scouts.
Andrew lives in Sheboygan with his wife, Danielle, and their two children, Noah and Alex. They’re are frequent visitors to the many wonderful parks throughout Sheboygan County and love spending time along the lakeshore.
When he isn’t working to support the Scouting mission, Andrew stays active through swimming and tapping into his creative side through drawing and writing. The Silver Beaver Award is Scouting America’s highest honor bestowed at the council level, recognizing registered adult volunteers who have made an impact on the lives of youth through service given to the council. It is with great pride that the Bay-Lakes Council presents this honor to Rich Balch of the Voyageur District, Class of 2025.
Rich’s Scouting journey spans more than two decades of committed, high-impact volunteer service. Beginning in 2004 as a Den Leader and Pack Committee Chair with Pack 4172, Rich steadily grew into one of the most respected leaders in the Voyageur District. He has served as Assistant Scoutmaster, Troop Committee Chair, District Committee Member, Unit Commissioner, Merit Badge Counselor, and most recently as District Training Committee Chair — a position he continues in today.

IOLS builds and expands on the concepts introduced in Scoutmaster Position-Specific Training and provides Scouters with the confidence to take youth into the outdoors. Specifically, this hands-on program gives adult leaders a practical introduction to the patrol method of a Scout-led troop by teaching many of the practical outdoor skills they need to lead Scouts in the outdoors. In addition, the teaching methods, activities, and games model the variety of teaching used in effective and engaging Scouting programs. This training is required for all Scoutmasters and Assistant Scoutmasters, to be officially trained in their positions. | | | | | | | | Let's get outside and experience the outdoor adventure of Camp Rokilio on Saturday, May 16, 2026! The Rokilio Experience is an exciting introduction to the meaning of summer camp, with an opportunity for youth and parents to see camp in action. Parents & youth will experience their first adventure at Camp Rokilio together in this one-day event filled with exciting activities including; archery, BB Gun range, sling shots, capture the flag, and several more fun-filled activities. Games and activities may include open field games such as poison ball and disc golf, 9 square in the air, ga-ga ball, nature activity, and many other games and activities! Extra experiences include: blacksmithing, outdoor dutch oven cooking, story telling, and gem mining!

This fun, hands-on event is perfect for children and their parents, providing a great opportunity to learn and enjoy the outdoors together. Cub Scouts will rotate through seven exciting stations, where they will learn the basics of fishing. After the first six stations are completed, they can move onto the seventh and final station which is unlimited open fishing! Limited fishing gear will be provided if needed, but you are welcome to bring your own equipment. The event is open to Cub Scouts from all districts! Contact Mike Mailand for more information. | | | | | | | | When I created the Bay-Lakes Trail Trekkers program in 2022, I never knew the excitement it would generate across Bay-Lakes Council in both young and old alike. Scouts and Scouters have taken to the outdoors, discovered hiking trails and scenic views they may not have otherwise discovered, made new friends, and chipped away at advancement in the process. As I pondered a succession plan, I have decided it is the appropriate time to pass the torch to another Scouter with an equal love of hiking. I am therefore looking for a new Trail Trekkers Coordinator to take this program to new heights, as I focus my energy on other programs and initiatives within Bay-Lakes Council.
For those not familiar with Bay-Lakes Trail Trekkers, it is a voluntary hiking achievement program. The program consists of 14 picturesque trails located throughout Bay-Lakes territory. Trails vary in length and difficulty, but all are able to be hiked by even the youngest Cub Scouts to the most tested Eagle. They feature access to public roads and amenities, making them compliant with the Guide to Safe Scouting. Participants begin by purchasing a center patch, and then a segment patch as they complete each trail. The patch sets can be placed on a blanket, vest, Jac Shirt, or any other idea a Scout can come up with.
The new coordinator will need to be someone with several years of Scouting ahead of them, have a love of hiking, and the ability to maintain the website, pack and ship patches when orders are received, and be able to commit to one or two Council events a year operating the Trail Trekkers exhibit booth. The new coordinator will receive:
- All remaining Trail Trekkers patches. - Trail Trekkers 8x8 exhibit background - Trail Trekkers floor and tabletop retractable banners - Trail Trekkers pens and compass keychains with QR code - Ownership of the website and Google Drive
I will be happy to make myself available for support as the new Coordinator eases into the role. Since all materials listed above were purchased with personal funds, I will work with any interested party to negotiate a reasonable buyout amount.
